Can a non native speaker be C2?

C2 Proficiency is the highest level qualification provided by Cambridge Assessment English and shows that learners have mastered English to an exceptional level. It is focused on Level C2 of the Common European Framework of Reference for Languages (CEFR).
Native speakers are at C2 level if they are well-educated technically native English speakers. But only a few English learners reach this level because their professional or academic goals do not require it and many lack the educational background to attain it.

Is Cambridge C2 exam hard?
The CPE is one of the most difficult English certificates to obtain, and is one of the most advanced English language qualifications. On the CEFR scale, the Cambridge English Proficienc corresponds to a C2 level.
Your Cambridge English exam result/certificate does not have an expiry date*. It shows that on a particular date you demonstrated language skills at a specified level, however, language skills are known to diminish over time if not used and maintained.

Someone holding C2 level would have an active vocabulary of 10,000 and a passive vocabulary of around 20,000. That's in line with what information shows is the average for a native speaker to know.
